^ Canada/Mexico Roaming
You’ll need to use your phone in the USA first to activate roaming for Canada and Mexico. That means if you are flying direct to Canada or Mexico, the AT&T Unlimited Plan will not work and there’s no way around this. In that case, choose the T-Mobile Unlimited Plan.
If you are only transiting through the USA en-route to Canada or Mexico (e.g., via LAX, SFO, JFK etc) that’s fine because you can just make a call or send a text at the airport to activate roaming.
* Data usage
On the AT&T Unlimited Bundle, the AT&T network may temporarily slow data speeds if the network is busy. In our experience this happens rarely, and only in very congested areas such as packed sports stadiums, very busy airports, and similar locations.
AT&T calls this “Congestion-based Network Management” (CNM). This is what AT&T says about it: If you are subject to CNM you may experience relative reduced speeds and increased latency when you use data at a cell site experiencing congestion. After the congestion at the cell site abates, or if you move to an uncongested cell site, speeds and latency are not affected by that congestion and CNM no longer happens. In addition, CNM impact is based only on the amount of congestion, which can start and stop over a very short time period (often measured in fractions of a second), further minimising any impact. Because the amount of congestion at a cell site can vary significantly, the performance impact may also vary, and such impact will last as long as the site is congested.

Having a real phone number in the USA is important for convenience, safety, and security. If your rental car breaks down, you’ll need to call roadside assistance. If there is an emergency, you’ll need to dial 911. Hotels, restaurants, and tour operators often ask for a phone number for bookings and updates. A data only eSIM cannot do this.
